To promote scientific research cooperation between the Tianjin Key Laboratory of Clinical Multi-omics (hereinafter referred to as the "Key Laboratory") and external institutions, implement the policy of "openness, mobility, union, and competition" of Tianjin key laboratories, give full play to the role of the Key Laboratory as a public platform, promote the research and treatment of precision medicine, strengthen scientific research cooperation and academic exchange, and develop the Key Laboratory into a research center with international academic standards and a talent training base. In accordance with the construction plan for enterprise key laboratories, and upon deliberation and decision by the Academic Committee of the Tianjin Key Laboratory of Clinical Multi-omics Enterprise: the Key Laboratory will fund and establish a lateral scientific research fund, and set up open research projects for scientific researchers at universities, research institutes, hospitals, and enterprises in relevant research fields both domestically and internationally, to jointly cooperate or fund domestic and international scientific and technological workers to carry out research work relying on this Key Laboratory. Scientific research institutions and clinical staff engaged in precision medicine, proteomics, metabolomics, bioinformatics analysis, and related research both domestically and internationally are sincerely invited to apply actively. This fund project will be conducted through independent application, peer review, and merit-based funding. After passing the formal review, the foundation will engage well-known domestic experts and scholars to form a review committee, which, in accordance with the principles of science, fairness, and impartiality, will conduct anonymous review of the submitted proposals, and will decide whether to approve support for the research and provide funding based on the scientific research value of the study, the feasibility of the plan, the actual application value, the reasonableness of the budget, and the scientific research capability and conditions. 1. R&D and applied research projects on early screening and early diagnosis technologies for common high-incidence malignant tumors based on liquid biopsy, including the multi-omics clinical application development of body fluids such as plasma and urine; 2. R&D and clinical application research projects on recurrence monitoring and companion diagnostics technologies for common high-incidence malignant tumors based on multi-omics; 3. Research on prevention, diagnosis, and treatment technologies and clinical applications for major chronic diseases including cardiovascular and cerebrovascular-related diseases and neurodegenerative diseases based on multi-omics; 4. R&D and applied research projects related to drug development and clinical trials based on multi-omics; 5. Development and application of clinical multi-omics databases. Scale of Project Funding This fund project will support 25 clinical and translational medical research projects in the fields of oncology and proteomics, metabolomics, and other multi-omics, including: 1. Young Investigator Projects: 15 projects; single-center clinical or translational research, each supported with 60,000–80,000 RMB. Used to support small-scale clinical research or related translational research in the field of oncology. Applicants are required to be no older than 45 years of age and hold an intermediate or associate senior professional title. 2. General Projects: 8 projects; single-center clinical research, medium-scale multi-center clinical research, or related translational research, each supported with 200,000 RMB. Applicants are required to hold an associate senior or higher professional title. 3. Key Projects: 2 projects; national or international multi-center clinical research or related translational research, each supported with approximately 1,000,000–1,500,000 RMB. Applicants are required to hold a full senior or higher professional title.
Use and Management of the Fund 1. The research period supported for each project is three years (March 1, 2022 – February 28, 2025). 2. The open project fund shall be managed uniformly in accordance with the relevant regulations on the use of scientific research funds in the "Measures for the Management of Scientific Research Funds of the Tianjin Key Laboratory of Clinical Multi-omics" and the "Measures for the Management of Funds for Financial Scientific Research Projects of Tianjin." 3. Scope of fund use: 1) Costs of materials required for research 2) Testing fees related to the project 4. If there is a surplus in the funds disbursed in the earlier stage after the project is completed, it shall be recovered and managed uniformly. Project and Achievement Management 1. Projects shall be managed by the Open Fund management working group, and the project leader or main researchers shall carry out research work in their own units or in this laboratory according to plan. 2. For all projects funded by this open fund, the project leader shall submit a project progress report each year; depending on the nature of the project, an annual work report shall be submitted, accompanied by research results and supporting materials. 3. The Key Laboratory shall from time to time inspect the implementation and progress of the projects, and has the right to terminate funding for those that do not follow the research plan. 4. Upon completion or termination of a project, the project leader shall submit the following materials to the Key Laboratory for archiving: 1) A research work summary or termination report; 2) Research results and supporting materials, such as published or accepted papers, or patent applications; 3) Original materials and experimental data, archives, and catalogs from the project work; 5. The intellectual property rights of the research results obtained from open projects shall, according to contributions, be shared by the Tianjin Key Laboratory of Clinical Multi-omics and the unit of the project leader; academic papers must indicate this Key Laboratory as the first-author or corresponding-author affiliation. Foreign visiting personnel shall be handled in accordance with relevant national regulations. If the research results require appraisal or review, this Key Laboratory shall be responsible for organizing it, and the Key Laboratory and the unit of the project leader shall jointly apply for the results or rewards. Profits from the transfer of results shall be shared by both parties, with the proportion to be separately negotiated and determined by agreement based on contributions. Patent applications shall be handled in accordance with the Patent Law and relevant regulations. 6. For papers, monographs, research reports, information materials, appraisal certificates, and applications for results published from projects funded by this open fund, the researcher's affiliation must include the Tianjin Key Laboratory of Clinical Multi-omics Enterprise, Tianjin 300308; in English: Tianjin Key Laboratory of Clinical Multi-omics. At the same time, it must be noted as "Funded by the Open Project of the Tianjin Key Laboratory of Clinical Multi-omics Enterprise," in English: Supported by Tianjin Key Laboratory of Clinical Multi-omics Application Requirements 1. Material application procedure: 1. Applicants shall apply jointly with personnel designated by the laboratory according to the funding directions of the Key Laboratory's open projects, fill out the open project application form (in quadruplicate), have it approved and stamped with the official seal of their unit, and mail it to the Key Laboratory within 30 days after the release of this guide, and also send the electronic version of the application form to fund@proteint.com. 2. The "application form" will be distributed to peer experts of the Academic Committee for review; the Academic Committee of the Key Laboratory will give funding opinions based on the review results, and upon approval by the laboratory director, the project will be established, and the preliminary review results will be announced to the public and notified to the applicant and their unit. 3. After the project application is approved, the project leader shall prepare a project research plan and sign a project contract task statement. After being signed with opinions by their unit, it shall be submitted to the Tianjin Clinical Multi-omics Laboratory as the basis for fund allocation and project acceptance. 2.
