Joining the alliance, policy interpretation, resource matchmaking, co-building an ecosystem… Recently, nearly 300 representatives from government, enterprises, academia, research and finance gathered to take part in the 2026 "Together for Enterprises" high-quality development service activity for specialized, refined, distinctive and innovative (SRDI) enterprises, jointly organized by the Tianjin SME Service Center, the Tianjin SME Economic Development Association, the Binhai OTC Market Co., Ltd. and the Tiankai Development Group Co., Ltd., to jointly write a new chapter of strengthening and supplementing the chain and fostering collaborative innovation for SRDI enterprises.
Tianjin has long been committed to accelerating the construction of an efficient, high-quality service system for SRDI enterprises, improving safeguards for their growth factors, and making the promotion of the robust growth of SRDI enterprises an important lever for advancing new industrialization. To date, the city has cumulatively cultivated 322 "little giant" specialized and innovative enterprises, 2,680 municipal-level SRDI SMEs within the validity period, and 8,059 innovative SMEs. These enterprises are not only the solid foundation of Tianjin's manufacturing sector, but also the confidence underpinning Tianjin's development of new quality productive forces.
It is understood that the core competitiveness of Tianjin's SRDI enterprises continues to improve: more than 90% have been integrated into the city's 12 key industrial chains, and 60% are in core and key links of the chains; the average R&D investment intensity of enterprises reaches 5%, and more than 60% of enterprise products are domestic firsts. In July last year, in order to systematically integrate resources and precisely break through the bottlenecks in financing, talent, market and digital transformation for SRDI enterprises, the Tianjin SRDI Enterprise Empowerment Alliance was announced, focusing on providing full-life-cycle support in mechanisms, technology and finance. At the event, as representatives of eight newly applying enterprises formally joined, the alliance now has more than 110 members. The city also provides multi-faceted policy support to SRDI enterprises: municipal-level SRDI SMEs can enjoy loan interest subsidies of up to RMB 500,000 in total; the "SRDI" board continues to improve, with 501 enterprises now listed on it, and financial support has introduced more than 200 exclusive credit products.
At the event, a service expert pool covering fields such as policy, law, finance and taxation, intellectual property, technology and investment was formally established, and representatives of the first batch of experts received appointment letters, providing enterprises with all-round intellectual support from policy analysis to technological breakthroughs; the "SRDI Enterprise Financial Service Station" was unveiled, delivering customized financial products precisely to enterprises; and the Municipal SME Service Center signed a credit-empowerment co-construction agreement with the Tianjin Public Credit Information Center, exploring a new path of "promoting financing and empowerment through credit."
Representatives of participating SRDI enterprises were deeply impressed by the precise services provided by the relevant municipal departments. ProteinT (Tianjin) Biotechnology Co., Ltd. has been rooted in Tianjin for 12 years, building patents around multi-omics testing and AI disease-prediction models, taking the path of SRDI development driven by differentiated technologies, and its self-developed proteomics liquid-biopsy technology is at an internationally leading level. Liu Chunying, Director of the company's General Affairs Department, brought the company's full set of introductions and health-testing products to the event. She told reporters that ProteinT previously focused on technological R&D in the field of general health, and this was its first time participating in the "Together for Enterprises" activity. "By participating in this event, we not only opened up upstream and downstream channels and promoted our products, but also, through experts' dedicated interpretation of SRDI support policies and medical-device innovation subsidy policies, learned about our upgrading path," she said.
Wang Peng, 41, founder of Zhijia Artificial Intelligence Technology (Tianjin) Co., Ltd., shared his entrepreneurial experience on site. As one of the first enterprises to settle in the Tiankai Higher Education Science and Innovation Park, in the 34 months since the company's founding, he has led his team from scratch, achieving revenue of RMB 4.8 million in 2025 and an expected revenue of more than RMB 10 million this year. "Our enterprise is a new force that has grown up in Tianjin's scientific-innovation soil. The growth and expansion of the enterprise cannot be separated from the support of functional departments such as industry and information technology, science and technology, and the SME Service Center. We are confident that we will join the ranks of SRDI enterprises next year," he said.
A relevant person in charge of the Municipal Bureau of Industry and Information Technology told reporters that during the "15th Five-Year Plan" period, Tianjin will focus on "strengthening and supplementing the chain," using the optimized and adjusted 12 key industrial chains as a lever, especially around newly added chains such as intelligent robots and comprehensive resource utilization, to push SRDI enterprises toward "collaboration along the chain"; focus on "renewing for quality," relying on platforms such as the Haihe Laboratory and industrial innovation consortia to support SRDI enterprises in leading or participating in key core technology research; focus on "factor safeguards," improving the long-term working mechanism of the "SRDI" board; and focus on "ecosystem optimization," deepening the three-level municipal-district-street joint support mechanism and implementing "one policy for one enterprise" precise assistance for SRDI enterprises. "We will always adhere to municipal-district coordination and departmental collaboration, be oriented by enterprise needs, widely gather high-quality social service resources, strengthen financial empowerment, credit empowerment and digital empowerment, continuously polish the golden brand of 'SRDI,' and inject strong new momentum into Tianjin's high-quality economic and social development," the person in charge said.
